PEST analysis
Organize political, economic, social, and technological factors that could affect a defined business decision.
Set a business, region, and time window before gathering external observations. This template uses four PEST categories; PESTLE separates legal and environmental factors into two additional categories.
Dated observations and sources about the external environment, with their possible effects and uncertainties.
A scoped view of external factors and the evidence to check before acting.

How to use it
- Define the decision, region, and period.
- Place supported observations in the four categories.
- Explain why each observation matters and what remains uncertain.
- Choose the sources or changes to check next.
Keep its limits in mind
This diagram does not forecast events or verify policy or market claims. Empty categories show missing evidence, not the absence of risk.
Checking the context for a coffee shop trial
This fictional neighborhood coffee shop is considering an order-ahead trial. The notes are practice inputs, not current market or policy claims.
On a small screen, scroll across the diagram to read it.
Missing evidence: No policy information was supplied. The blank category is a research gap.
Next check: Review the dated quotes and test the provider feature before estimating trial costs.
Next step: Gather the missing scope and evidence before making a launch decision.
Three reasons to pause an external scan
Use PEST when an external change could alter a bounded business decision. Begin with the business, place, horizon and decision to be informed. “What should we verify before considering a locker service in one district?” is more actionable than a list of every political or technology trend. Record how each observation could matter to the proposed service.
Pause if a policy statement has no applicable official source, date or jurisdiction. An internal note saying that permission might be needed is a research question, not a verified rule. Pause if evidence from another region or an expired quote is being used as current local evidence. Pause if a provider announcement is treated as proof that your own systems can use the feature.
This page uses four categories: Political, Economic, Social and Technological. A PESTLE scan separates Legal and Environmental as additional categories. Whichever structure you choose, do not use the number of filled boxes as a completeness score. An empty category means the evidence is missing; it does not mean the business faces no related issue. Internal staffing and technical skill belong in the internal analysis, while the external factor and its possible impact remain separate.
Choose environmental context, industry structure or an option
A scan supports an investigation; it cannot answer every strategy question. The same external record may inform another method, but keep its source and uncertainty when carrying it over.
| Method | Question | Useful output |
|---|---|---|
| PEST | Which external factors may matter in this place and horizon? | Dated records, impact hypotheses and follow-up signals |
| Five Forces | What competitive pressures characterize the defined industry? | Industry-structure evidence and uncertainties |
| SWOT | How do external factors relate to internal conditions? | A decision-specific factor inventory |
| Decision matrix | Which eligible option fits agreed criteria? | Tradeoffs and sensitivity after constraints |
Worked case: an eight-week research horizon outlasts a quote
This independent fictional packet concerns a proposed locker service in Meadow District. The working research horizon is eight weeks, not an approved launch schedule. It is separate from the coffee-shop example above. Every document, place and relative day label below is invented teaching material, not a current market, technology or legal claim.
Q1 is a supplier quote issued on day 0 for one local outlet, valid for fourteen days. No comparable earlier quote or complete operating-cost model is supplied. S1 contains six volunteer interviews on day 2 near two buildings: four mention a morning collection preference, two an afternoon preference. They are statements, not paid demand or a representative district survey. T1 is a provider note dated day 1 announcing a reservation module; compatibility with the intended installation is unknown. P1 is only an internal question about whether permission is needed, without an official answer.
First register what each item actually says, then write the business implication as a hypothesis. Q1 may help investigate equipment expense but expires before the end of the eight-week research horizon. S1 suggests timing questions worth exploring but cannot establish sufficient demand. T1 suggests a possible capability to test, not a ready integration. P1 cannot populate the Political column as an established requirement.
| Item and scope | Category / status | Impact hypothesis | Next check |
|---|---|---|---|
| Q1: day 0, one outlet,14-day validity | Economic input; price comparison missing | Current quote could inform a limited cost check | Confirm included items and refresh before relying on it |
| S1: day 2,6 volunteers near2 buildings | Social signal; selected small sample | Collection windows may affect fit | Explore actual terms with a broader relevant set |
| T1: day 1 provider announcement | Technological observation; suitability unknown | Reservation module might support the service | Test compatibility, access and actual terms |
| P1: internal permission question | No verified political/legal factor supplied | An applicable requirement could affect feasibility | Find the competent official source and its scope |
Conclude with research conditions and expiry checks
The defensible conclusion is that the packet identifies four verification tasks, not that Meadow is ready for entry. Request a bounded investigation of quote terms, customer fit, compatibility and applicable official requirements. Proposed owners and review dates require actual agreement. The unfilled policy evidence must not be replaced with a plausible rule copied from a different jurisdiction.
For real materials, retain issuer, document title or URL, publication and retrieval dates, geographical coverage, relevant conditions and validity. Record which claim each source supports. A quotation may support its own stated terms without supporting a market-wide inflation claim. A release note may support announcement of a feature without proving your account, hardware or permissions can use it. If two sources conflict, preserve the conflict and seek clarification rather than averaging their claims.
At review, mark each source as still applicable, expired, contradicted or unresolved. Refresh Q1 when necessary; record any customer or technical checks actually performed. If a factor changes, trace which service or cost assumption depends on it. Carry only checked factors into SWOT, and leave uncertain ones labeled. No launch, procurement or system access follows automatically from completing the four categories.
Check your work
- The scope is explicit.
- Each factor concerns the external environment.
- Observations and possible effects remain distinguishable.
- Dates and sources are retained where supplied.
